In 1997 the transportation office of the Department of Aging Services was
designated as a rural transit district to service the six county region. The HOTRTD contracts with transit providers in each county to provide
Section 5311 rural public transportation, Title XIX non-emergency medical
transportation and Title III senior
citizen transportation. The system is operated as a demand response program
which requires the rider to call their local transit office at least 24 hours
in advance. The Section 5311 “rural transit program” operates as
the “bus services” for rural areas and takes passengers to
destinations both inside and outside the region. The HOTRTD provided 44,031
trips to rural Section 5311 passengers in FY2004. Our seniors can use this
service on a voluntary contributions basis by calling their local transit provider 24 hours in advance of their
transit need. In FY 2004, seniors took 26,244 trips. The HOTRTD contracts to
provide non-emergency medical transportation on a demand basis as directed by
the Texas Department of Transportation/Medical Transportation Program and
provided 27,057 trips to passengers in FY2004.
